There are cheap keys available for refurbishers. Close to the price you
quoted actually. The thing with those is M$ wants the business to keep
track of who gets access to the keys. For example, CFSL donates a
computer to the CLL and the CLL loans it out for two years. CFSL has to
say they gave out X number of keys to the CLL and the CLL has to say
client Y has a key. M$ only started caring about this sort of stuff with
XP. Before that we could install anything earlier with no hassles.
Apparently some folks on eBay were selling XP licenses for a dollar
above cost and M$ didn't like it. As a result they rewrote the
agreements and want businesses to keep track of things in greater detail
now.
For those of us doing the installation (not the business itself of
course) we find it better to install anything else but Windows. None of
this nonsense with the license/activation/registry hacks and we can
install from a disk image in 10% of the time. Plus it's usually free.
Other systems autodetect the hardware and after connecting to the net
(amazingly this only works 25% of the time after a clean XP install) all
the relevant drivers are installed for the hardware. With Linux as an
example, the machine is ready to be loaned out after 30 minutes. XP by
comparison, takes us half a day per machine (but with a KVM switch we
can do four machines at a time). In both cases we go out and get
additional software like VLC. Of course basic software like firewalls
are automatically installed anyhow... Finally, repair is MUCH easier. We
can do a complete reinstallation of Linux in 30 minutes and still leave
all the users data intact. The system will behave exactly as it did
before any problem showed up. No OS is perfect, but as long as you don't
play a lot of games you may want to consider this as an option. What
works really well for the six of us in the lab may not work well for you.

Windows is a commercial product. Unless M$ gets paid off they
consider it to be theft. They have had the city police raid
businesses they /suspect/ of using their products without paying.
Although the police and RCMP do not check the newsgroups often, they
do check them.
Just a bit of advice... Posting a message like that here is just as
if you were standing on the corner of Portage and Main shouting your
intentions at the top of your lungs. Since this is a public part of
the internet you should be much more careful of what you write. You
probably won't get a knock on the door but a non-zero probability
exists that you would. Since you've been around here for a while, you
should know better...
As far as M$ is concerned, as long as you have a Windows 7 sticker on
the machine you are allowed to install the software. Unless you know
a refurbisher (apparently they are mostly still doing XP at the
moment) you are going to pay as much for the sticker as you would to
buy the software directly from a retailer.
Personally I choose to go the legitimately free route and avoid
Windows all together...
